How to set up a blog that targets a specific country

How can you set up a blog that targets a specific country?
The way I know how to target a specific country would be to make your blog about that country. Let me give you an example, I live in South Korea and if I wanted to make my blog about this country I would do the following:
All of my blog will be about my travel around the country, interviews of local citizens, picture & video all over Korea.
I would ask travel agencies for pictures and share them on Instagram, your blog, and other social platforms.
You do not have to write in Hangul (local language).
